Notre gouvernement a reçu le criminel de guerre Ariel Sharon avec tous les honneurs et lui a délivré devant le
monde entier un certificat de bonne conduite, en le présentant comme un homme de paix, sans obtenir et surtout
sans lui demander quoi que ce soit.
En ce moment, il continue son show sur la difficulté de contenir les colons qui ne veulent pas évacuer Gaza et leur permet de manifester pour mieux démontrer au monde entier qu’un « tel sacrifice » ne peut être que le dernier.
En effet, non seulement Sharon n’a rien promis à l’occasion de sa venue en France, du 27 au 30 juillet, ce que l’on
pouvait imaginer, mais il a déclaré qu’il ne cèderait rien de « tous les territoires qui constituent le berceau du
peuple juif » qu’il s’agisse de la Cisjordanie, ou de Jérusalem Est, et que la Bande de Gaza elle-même resterait
dans le meilleur des cas isolée du monde entier. Le gouvernement israélien a d’ailleurs annoncé la construction de
barrières supplémentaires avec des mitrailleuses télécommandées pour entourer la Bande de Gaza dont les habitants
sont promis, au mieux, à rester prisonniers après l’évacuation des colons, « s’ils se tiennent bien ».
Pour faire bonne mesure, Sharon a réitéré ici, en France, ses propos racistes contre les musulmans. « On ne peut
ignorer le fait qu’il y a de l’antisémitisme en France et le fait que 10 % de la population française est d’origine
musulmane », a-t-il déclaré. Dans un discours prononcé devant « la communauté juive », il a également osé dire : « Ma
mère m’a donné un conseil, qui fut un phare tout au long de ma vie : Ne crois absolument pas les Arabes.
Effectivement, j’ai suivi ce conseil tout au long de ma vie active. »
Ni Chirac, ni de Villepin n’ont formulé la moindre demande à Sharon concernant le respect du droit international
et des droits de l’homme, mais Sharon, avec l’impudence qu’on lui connait, a quant à lui estimé qu’ils n’en
faisaient pas assez pour l’aider à lutter contre « le terrorisme des Palestiniens », seul rôle qu’il assigne à la
France.
On aurait espéré que nos dirigeants lui fassent remarquer que c’est toujours l’oppresseur et non l’opprimé qui
détermine les formes de lutte ; « si l’oppresseur utilise la violence, l’opprimé n’a pas d’autre choix que de
répondre par la violence », comme disait Nelson Mandela.
On aurait espéré qu’ils lui fassent remarquer que même les manifestations non violentes des Palestiniens contre la
construction illégale du Mur étaient réprimées de manière très violente par l’armée israélienne.
Rien de tout cela. Le terme « occupation » n’a même pas été prononcé une seule fois par les hôtes de Sharon, qui
s’est tranquillement félicité des deux milliards d’euros auxquels s’élèvent les échanges avec la France, ainsi
que de l’accroissement des coopérations bilatérales en tous genres, y compris militaire.
Et, pendant sa venue en France, du 27 au 30 juillet :
– plusieurs enfants palestiniens ont été tués par l’armée israélienne,
– un enfant de 13 ans a été poignardé de 12 coups de couteau par deux colons près de Naplouse,
– des chiens étaient lancés contre des villageois par des colons au sud d’Hébron,
– des prisonniers palestiniens mouraient dans les geôles israéliennes, dont un jeune de 20 ans décédé jeudi dans
une prison du Néguev alors qu’il souffrait d’une maladie rénale très douloureuse et qu’il n’a pas été soigné,
– des leaders palestiniens préconisant des actions pacifiques de protestation contre le Mur étaient arrêtés et
détenus sans avoir accès à un avocat (cf notre site http://www.europalestine.com )
– des ressortissants de toutes nationalités étaient empêchés d’entrer en Palestine. La Caravane pour la Palestine,
constituée de 120 personnes de tous pays dans une quarantaine de voitures a été refoulée au Pont Allenby. Une
Française d’origine palestinienne, Norma Marcos, qui allait voir sa famille à Bethléem a été détenue pendant deux
jours en prison à l’aéroport de Tel Aviv, sans raison; elle a du payer très cher un avocat pour en sortir; elle est
désormais à Bethléem mais avec interdiction de sortir de la ville, et à la fin de ses vacances fin août, les
autorités israéliennes l’obligent à repartir par la Jordanie, ce qui lui fait perdre son billet de retour Tel
Aviv – Paris et l’oblige à en acheter un autre .(Merci écrire au ministère des affaires étrangères

– deux lois racistes étaient votées par le Parlement israélien. Jeudi, la Knesset a ainsi voté à une large majorité
(54 contre 15) une loi interdisant à tout Palestinien de demander réparation pour des dommages ou blessures
infligés par l’armée israélienne. La loi est ainsi formulée : « interdiction à tout ressortissant d’un Etat ennemi,
aux membres d’une organisation terroriste et à toute personne victime de l’armée israélienne dans une zone de
conflit, de faire appel à un tribunal israélien ». Ce qui veut dire en clair que tout soldat israélien peut
désormais tirer sur n’importe quel palestinien avec la garantie d’une impunité totale.
Les parlementaires israéliens ont adopté le même jour (à 59 voix pour et 14 contre) une autre loi discriminatoire
qui interdit le regroupement familial des deux côtés de la ligne verte, si l’un des conjoints est palestinien. Les
Palestiniens de moins de 35 ans et les Palestiniennes de moins de 25 ans ne peuvent pas demander la citoyenneté
israélienne, même si leur conjoint (e) est israélien et vit en Israël.
En outre ces deux nouvelles lois racistes ont un effet rétroactif à septembre 2000 !
Face à ces exactions, face à cette fascisation de la société israélienne, pas de réactions en Israël, comme le
souligne Uri Avnery (dirigeant de Gush Shalom), qui s’étonnait la semaine dernière dans une chronique de « l’absence
de la voix du peuple israélien » face aux démonstrations fascistes des milliers de colons, disciples de Meir Kahane
qui expliquent que Dieu a ordonné (dans le livre de Josué) d’éradiquer les habitants non juifs.
» La semaine dernière, des milliers de « chemises orange » ont marché vers Gush Katif, comme un lointain écho de la
« Marche sur Rome » de 1922 des « chemises noires » de Benito Mussolini qui ont renversé la démocratie italienne »,
écrit Uri Avnery.
« Pendant ces trois jours fatidiques, pas un des intellectuels en vue, aucun écrivain comme S. Yishar, Amos Oz,
A.B. Yehoshua ou David Grossman, aucun professeur important, aucun poète ni artiste n’a élevé la voix contre les
colons et leurs alliés ».
Aucune des grandes organisations officielles – depuis l’association du Barreau et les chambres de commerce, jusqu’à
l’association des journalistes et le corps enseignant – n’ont estimé nécessaire de faire entendre leur voix pour
défendre la démocratie, alors que les militants orange inondaient toutes les chaînes de télévision, lesquelles n’
ont rien fait pour présenter d’autres points de vues. Le Silence des Agneaux. Le Silence de Weimar. »
« Il y a un colon dans chaque Israélien », écrit la journaliste israélienne Amira Hass.
« Il n’y a pas de camp de la paix en Israël », dit également l’historien israélien Ilan Pappé, qui réclame des
sanctions contre Israël de la part de la communauté internationale.
Et la société palestinienne appelle au secours. Non seulement elle subit le pillage, la brutalité, le chômage,
l’humiliation, mais également ses conséquences en termes de déstructuration, de remise en cause de ses fondements
moraux et laïques. Une population occupée et étranglée depuis si longtemps, dont les meilleurs dirigeants sont
systématiquement assassinés ou jetés en prison, développe nécessairement en son sein des comportements violents,
claniques, immoraux, ce qui est recherché par l’occupant, qui a ensuite beau jeu de dénoncer cette dégénerescence
et de la présenter comme congénitale.
Le Centre Palestinien des Droits de l’Homme (PCHR), basé à Gaza, s’alarme de plus en plus d’actes condamnables tels
que kidnappings, meurtres, corruption ou intolérance religieuse parmi les Palestiniens.
Le 9 juillet dernier, un an jour pour jour après le jugement resté inappliqué sur le Mur de la Cour Internationle
de la Haye, la société civile palestinienne lançait un appel solemnel au boycott des institutions et produits
israélien, signé de 172 partis, syndicats, associations et organisations palestiniens (cf dépêche précédente sur ce même
site www.europalestine.com ).
Si nos dirigeants refusent d’entendre cet appel, s’ils s’obstinent à encourager le gouvernement israélien dans sa
politique criminelle, il est de notre devoir, en tant que citoyens, d’intervenir.
Nous apprenons ainsi que l’un des plus grands fabricants mondiaux de puces électroniques, Intel, veut investir 4
milliards de dollars dans une nouvelle usine à Kiryat Gat en Israël, sur des terres de l’ancien village palestinien
d’Iraq Al Manshiya, rasé par les soldats israéliens en 1948 (opération racontée par l’historien hisraélien Benny Morris).
Nous pouvons informer la société Intel qu’il y a d’autres fournisseurs de puces électroniques et que nous renoncerons
désormais aux siennes pour nos ordinateurs, s’il met son projet à exécution.
Al-Awda, la « Coalition pour le Droit au Retour en Palestine », appelle à écrire d’urgence aux média sans oublier les journaux et magazines financiers avec copie à Intel :

The French government received the war criminal Ariel Sharon with all the honours and delivered him in front of the
whole world a certificate of good behaviour by presenting him as a man of peace without gaining and above all
without asking him anything.
In fact, Sharon – as expected – did not promise anything during his visit to France from July 27th to July 30th.
But he did worse by declaring that he will not give up any of « the territories that constitute the cradle of the
Jewish People » whether be it the West Bank or East Jerusalem. He also declared that the Gaza Strip will remain,
even after the settlers evacuation, isolated from the rest of the world. While Sharon was in France, the Israeli
government announced the construction of additional fences with machine gun operating by remote control in order
to encircle the Gaza Strip and leave its inhabitants after the evacuation of the settlers at best as prisoners « if
they behave well ».
Sharon repeated, again!, here in France his racist remarks against Muslims. He declared that « We cannot ignore the
fact that anti-Semitism is still present in France and that 10% of the French population is of Muslim origin ». In a
speech delivered in front of « the Jewish Community », he also dared to say : « my mother once gave me an advice which
was my lighthouse all my life long : never trust the Arabs. In fact, I did follow her advice during my entire
active life ».
Neither Chirac nor De Villepin did formulate any demand concerning the respect of the international laws and Human
Rights. As to Sharon, with his usual impudence, he declared that France is not helping him enough in his fight
against Palestinian Terrorism », which seems to be the only task he assigns to France.
We wished our leaders had mentioned that it is always the oppressor and not the oppressed who determines the ways
of struggle : « if the oppressor uses violence, the oppressed has no other choice but to respond with violence » as
Nelson Mandela said. We wished our leaders had mentioned that even the non-violent demonstrations of the
Palestinians against the illegal construction of the Wall were repressed in an extremely violent way by the Israeli
army. Nothing of this happened of course. The word « occupation » was not pronounced, not even once, by the hosts of
Sharon who was quite happy with the two billion euros corresponding to the commercial exchange with France, with
the increase in bilateral cooperation in all fields including the military one.
And during his visit to France from July 27th to July 30th :
– Several Palestinian children were killed by the Israeli Army.
– A thirteen-year-old boy was stubbed 12 times by two settlers near Naplouse.
– Settlers from the south of Hebron set their dogs on Palestinian villagers.
– Palestinian prisoners died in the Israeli prisons including a young boy aged 20 who died on Thursday in a
prison of the Negev. He suffered from a serious and extremely painful kidney disease and was nevertheless denied
any medical treatment.
– Palestinian leaders advocating peaceful protest actions were arrested and imprisoned without having the
right to be assisted by a lawyer.
– Citizens of all origins were denied entrance to Palestine. The Caravan for Palestine, including 120
people from different countries who came in 40 cars, was turned back at the Allenby Bridge. A French woman of
Palestinian origins, Norma Marcos, who was visiting her family in Bethlehem was arrested and imprisoned for two
days at the Tel Aviv Airport, without justification. She had to pay a lot of money to get a lawyer in order to be
released. She is now in Bethlehem but she is not allowed to leave the town and by the end of her holidays in late
August, the Israelis will force her to leave from Jordan and so she cannot use her return ticket Tel-Aviv / Paris

– Two racist laws were passed by the Israeli Parliament.
On Thursday, the Knesset voted with a large majority (54 voices against15) a law forbidding any Palestinian from
asking for compensation for any damage or injury inflicted by the Israeli Army. The text of this law is the
following : » it is forbidden for any citizen of an enemy state, for any member of a terrorist organization and for
anyone victim of the Israeli Army in a conflict zone, to make an appeal in front of an Israeli court ». This clearly
means that any Israeli soldier can now shoot any Palestinian with total impunity.
On the same day, the Israeli members of Parliament passed another racist law ( 59 voices against 14) forbidding
family reunion on both sides of the Green Line of one of the spouses is Palestinian. Palestinians under the age of
35 and 25 cannot ask for the Israeli citizenship even if their spouses are Israelis and live in Israeli. Moreover,
these two racist laws have a retroactive effect back to September 2000.
Confronted to these facts, to the growing fascist movements inside the Israeli society, there is are no reactions
in Israel, as remarked Uri Avnery last week (Gush Shalom leader) who expressed his surprise in front of this
« absence of Israeli voice » at a time when thousands of fascist settlers, admirers of Meir Kahane who preached that
God commanded them (in the book of Joshua) to eradicate the non-Jewish inhabitants.
» Last week, thousands of « orange shirts » marched towards Gush Katif, in a distant echo of the 1920 « March on Rome »
by Benito Mussolini’s « black shirts » that overthrew the Italian democracy », he writes.
« During these three fateful days, not one of the leading intellectuals, no writer like S. Yishar, Amos Oz, A.B.
Yehoshua or David Grossman, no important professor, no poet or artist raised their voice against the settlers and
their allies. None of the big public organizations – from the Bar Association and the Chambers of Commerce to the
Journalists’ Association and the academic bodies – found it necessary to raise their voice in defense of democracy,
while the orange militants were flooding all the TV channels, which made no attempt to present other views. The Silence of
the Sheep. The silence of Weimar. »
« There is a settler in each Israeli citizen », writes the Israeli journalist, Amira Hass. There is no « Peace camp in
Israel », says the Israeli historian, Ilan Pappe who asks for sanctions against Israel.
The Palestinian society is calling for help. It is undermined not only by the constant robbery and brutality of the
occupyer, by unemployment and humiliation, but also by its consequences in terms of destructuration, blows to its
moral and secular foundations.. A population that has been occupied and strangulated for such a long time, whose
best leaders are systematically killed or put in jail, generates inevitably inside itself violent behaviours, which
corresponds to what the occupyer wants and that will be presented as congenital instead of degeneracy.
The PCHR (Palestinian Center for Human Rights), based in Gaza is more and more preoccupied by a number of
kidnappings, murders, corruption and religious intolerance among Palestinians.
On July 9, one year exactly after the International Court in The Hague condmned the Wall constructed by Israel as
illegal, the Palestinian civil society lauched an appeal to the international community asking us to boycott
Israeli products and institutions as long as Israel does not comply with International laws and human rights.
This appeal has been signed by 172 parties, unions, associations and organizations.(the list is on our website
http://www.europalestine.com ) representing the three integral parts of the Palestinian people –
Palestinian refugees, Palestinians under occupation and Palestinian citizens of Israel – have issued the Call
reproduced below. The Call is launched on the occasion of the first anniversary, on July 9, of the advisory
opinion by the International Court of Justice on Israel’s Wall under construction in occupied Palestinian land.
« One year after the historic Advisory Opinion of the International Court of Justice (ICJ) which found
Israel’s Wall built on occupied Palestinian territory to be illegal, Israel continues its construction of the
colonial
Wall with total disregard to the Court’s decision. Thirty eight years into Israel’s occupation of the
Palestinian West Bank (including East Jerusalem), Gaza Strip and the Syrian Golan Heights, Israel
continues to expand Jewish colonies. It has unilaterally annexed occupied East Jerusalem and the Golan
Heights and is now de facto annexing large parts of the West Bank by means of the Wall. Israel is also
preparing – in the shadow of its planned redeployment from the Gaza Strip – to build and expand colonies
in the West Bank. Fifty seven years after the state of Israel was built mainly on land ethnically cleansed
of its Palestinian owners, a majority of Palestinians are refugees, most of whom are stateless.
Moreover, Israel’s entrenched system of racial discrimination against its own Arab-Palestinian citizens
remains intact.
In light of Israel’s persistent violations of international law, and
Given that, since 1948, hundreds of UN resolutions have condemned Israel’s colonial and discriminatory
policies as illegal and called for immediate, adequate and effective remedies, and
Given that all forms of international intervention and peace-making have until now failed to convince or
force Israel to comply with humanitarian law, to respect fundamental human rights and to end its occupation
and oppression of the people of Palestine, and
In view of the fact that people of conscience in the international community have historically shouldered the
moral responsibility to fight injustice, as exemplified in the struggle to abolish apartheid in South Africa
through
diverse forms of boycott, divestment and sanctions;
Inspired by the struggle of South Africans against apartheid and in the spirit of international solidarity, moral
consistency and resistance to injustice and oppression,
We, representatives of Palestinian civil society, call upon international civil society organizations and people
of conscience all over the world to impose broad boycotts and implement divestment initiatives against Israel
similar to those applied to South Africa in the apartheid era. We appeal to you to pressure your respective
states to impose embargoes and sanctions against Israel. We also invite conscientious Israelis to support this
Call,
for the sake of justice and genuine peace.
These non-violent punitive measures should be maintained until Israel meets its obligation to recognize the
Palestinian people’s inalienable right to self-determination and fully complies with the precepts of international
law by:
1. Ending its occupation and colonization of all Arab lands and dismantling the Wall;
2. Recognizing the fundamental rights of the Arab-Palestinian citizens of Israel to full equality; and
3. Respecting, protecting and promoting the rights of Palestinian refugees to return to their homes and
properties as stipulated in UN resolution 194.
If our leaders refuse to hear this appeal, if they keep encouraging the criminal policy of Israeli governments,
then we must interfere as ciiizens and human beings. We’ve heard for instance that Intel, one of the biggest world
computer chips constructor, wants to invest 4 billion dollars to build a plant in Israel, at Kiryat Gat, that used
to be a Palestinian village, Iraq Al Manshiya, razed by Israeli soldiers.
We must inform Intel that if they don’t change their minds we can buy other types of computers.
